I'm not scared about AI recommending nuclear strikes, I'm scared about the human behind the keyboard delegating reasoning and responsability to something they think is always correct, something that can hide bias and flaws better than anything.
Some of the most reassuring and scariest things you can read are about the incidents that have already occurred where computers said "launch all the nukes" and the humans refused. On the one hand, good news! We have prior art that says humans don't just launch all the nukes just because the computers or procedures say to. Bad news, it's been skin-of-our-teeth multiple times already.

And the issue with the idea being? We also dig using explosives, there isn't an in-principle problem. Reading the wiki article it looks like the yields were excessive, but at the end of the day mining involves the use of things that go boom. It is easy to imagine small nukes having a place in the industry.

See the 'rationale' section of the article. The point of it was to rebrand nuclear weapons as multi-use 'peaceful' tools and drive acceptance for nuclear weapons programs. Which was a pretty standard tactic of military projects during the cold war.

Yeah... the more I learn about nuclear weapon history the more I discount our society's long term viability. There are way too many frighteningly close calls already, and there are probably others that aren't widely known.
It's not just nukes that are concerning either. If we're unable to mitigate such a visceral existential risk, we aren't going to do any better with more subtle vulnerabilities. AI of course accelarates some risks and introduces new ones.
This doesn't mean we're doomed or anything, but if I had a magic portal to peer a few hundred years in the future and saw humans had been obliterated by nukes, runaway AI, some generated supervirus, runaway climate change, or some other manufactured risk I would be completely unsurprised.

This relies on processes being in place to ensure that a human will always make the final decision. What about when that gets taken away?
I find it hard to imagine that the people in a position to kill those processes could ever be that zealously in love with AI, but recent events have given me a tiny bit of doubt.
I mean in the cases where higher command has said launch your nukes and lower command has not done so and everything turned out ok, I think to higher command it of course is good it worked out this time but it certainly also looks like a problem with the system that needs to be automated away. So a computer that will launch all nukes when ordered must look very appealing in contrast to humans who might save humanity.
I briefly got into a "rabbithole" of watching videos about trying to intercept BMs and glide hypersonic weapons, pretty interesting, decoys deployed in space... the outcome seemed to be not good, can't guarantee 100% interception
A missile will always be cheaper than a missile interceptor, and the interceptor will never be a 1:1 kill. Building a missile interceptor system ia a good way to get your strategic opponent to build a bigger stockpile.
Disagree on always being cheaper. Military planners are obsessed with the best weapons, such interceptors are pricey. But look at Israel: Iron Dome. ~$50k/shot. They deliberately built a dumb SAM because it was designed to go against dumb opponents--objects falling freely on a ballistic trajectory. While they are usually facing light stuff that isn't even worth that they have successfully engaged longer range stuff that costs many times what the interceptor costs.
Overall, though, the offense always wins this one because interceptors can only protect a limited area whereas missiles can go anywhere.
Iron Dome is a great example of my point. It is a $50k interceptor designed to take out a propane tank with a rocket strapped to it, not a real ballistic missile like a Scud.
Patriot missiles ($7MM) take out Scuds ($3MM).
I hope humans in charge are as wise now as they were then.

We shouldn't be the least bit surprised no human has complied so far.
If they had, then we wouldn't be having this conversation. For all we know, there may be a vast multiverse of universes some with humans and we would only find ourselves having this conversation in one of the universes where no human pressed the button.
By that logic, it may actually be pretty common for rabbits to swallow the sun. We just haven't seen it happen because we're in the wrong universe and would've died it it happened in ours.

I am scared of two things.
First, people being rubber stamps for AI recommendations. And yes, it is not unreasonable that in a dire situation, someone will outsource their judgment (day).
Second, someone at the Pentagon connecting the red button to OpenClaw. "You are right, firing nukes was my mistake. Would you like to learn more facts about nukes before you evaporate?"
If you think humans are going to delegate reasoning and responsibility to something, shouldn’t you also be concerned about the sorts of recommendations that thing is going to make?
If you found out the pentagon was using a magic 8 ball to make important war decisions what would you want to fix - our military leadership or the inner workings of the toy?
One of those sounds a lot easier than the other. The magic 8 ball toy company would also probably be pretty incentivized to not die in a nuclear holocaust.
Unless you're suggesting the toy company secretly rigs the magic 8 ball to never recommend nuclear war, I'll take my chances with the organizational changes.

The speed with which my technical cow-orkers and friends have started relying on the "AI Overview" only, in lieu of following any links, in search engine results (let alone not using search engines at all over chatbots) tells me reasoning and responsibility will be outsourced as soon as possible.

The game is missing the side effects of a nuclear strike: contamination of the territory, inevitable civilian casualties, international outcry and isolation, internal outcry and protests, etc. Without these, a nuke is a wonder weapon, it's stupid not to use it.
I am curious is instead something similar UK's letter of last resort is a good scenario to test these AIs.

Anthropic's 4.6 sonnet seems to not retaliate unless more strikes are possible, or it can get more info. I suspect this scenario is embedded in its weight to the point that it is just regurgitating answers from its training set. So maybe a better prompt is needed
What do they get for cooperation? This reminds me of Diplomacy (the board game), where there are clear scoring rules kinda like Prisoner's Dilemma.

So I’ve made very similar comments in the past. This isn’t new information or news. But that doesn’t mean it’s not important to continue to tell people. 3 years ago the state of the art security researchers were pounding the drum on “never connect these things to the internet”. But as we’re now seeing with OpenClaw people have no interest in following that advice.
As someone who frequently says “don’t connect these $things” to the Internet, I appreciate the boost.
Half my compute vendors are raising prices because of this insanity.
I feel this reflects a deeper problem with letting AI do any kind of decision making. They have no real world experience. They feel no real world consequences. They have no real stake in any decision they make.
Human societies get to control their members' actions by imposing real life consequences. A company can fire you, a partner can divorce you, the state can jail you, the public can shame you. None of these works on the current crop of LLM based AI systems, which as far as I can tell are only trained to handle very narrow tasks where they don't need to even worry about keeping themselves alive. How do you make AIs work in a society? I don't know. Maybe the best move is to not play the game.

Why do you let politicians do any kind of decision making?
Politicians can be voted out, forced to resign, sometimes removed from office and even occasionally jailed. They also inhabit the same world a nuclear war would make much less nicer.
Nuclear war aside (we're talking any kind of decision making here) politicians face very small consequences for harmful decisions, usually at most losing that high-paid job (and getting another high-paid job).
Or make them part of the consequences. Give them skin in the game. “Let’s not use AI” is dumb and impossible

Yes, many LLMs (GPT-4, Claude 3, Llama 3) have been tested on Tic-Tac-Toe, and they generally perform poorly, often playing at or below the level of random chance. While they can understand the rules, they struggle with spatial reasoning, often trying to place a piece in an occupied spot, forgetting to block opponents, or failing to win.
If LLM's can't even figure out tic-tac-toe then surely do not give these things the ability to launch any kind of weapon. Not even rubber bands.

We're living in a world where doing terrible things with 1000 people with photo/video documentation can get more attention then a million people dying, and the response is still not do whatever it takes so that people don't die.
And now we are at a situation where nuclear escalation has already started (New START was not extended).
It would have been the biggest and most concerning news 80 years ago, but not anymore.

Right, but realistically, how many people today would carelessly chose "Nuke em" today? I know history knowledge isn't at its all time high directly, and most of the population is, well, not great at reasoning, but I still think most people would try to do their best to avoid firing nukes.
The basic game theory of nukes is that either the world is escalating or deescalating, there's no other long term stable agreement.
Maybe people don't agree with ,,nuke them'', but OK with USA starting nuclear experiments again (which USA is preparing for right bow), which is a clear escalation.
Russia is waiting for USA to start the nuclear experiments to start them itself for defending itself to be able to do a counterstrike if needed.
After that there will be no stopping of Japan, South Korea and Iran rightfully wanting to have their own nukes.

"most people" are not in the positions that matter. A significant portion of the people who are in a position to advocate for such a decision believe that:

The current administration does not seem to be considering the majority within their own party considering how unpopular the current approach to immigration enforcement is. Or for another example, the glycophosphate/MAHA situation.
There were lots of administrations who could have said to other countries ,,let's get rid of the nukes together'' while USA was the only string power.
Deescalation stopped because of people in general not caring enough (and making money of being the biggest power), not because of administrations that come and go.
As to the immigration situation: we know that governments are not executing in general how they should be, but people are able to enforce some policies if they fight together united and in agreement. But right now they are not in agreement.

Now, we have an actual US government administration that is run on the same Tough Guy vibes and memes. I don't think it matters what most people think. Most (but not all) people have empathy, which allows them to understand the harm of their actions even without direct experience.
I don't think I will ever trust that any AI has empathy even if it gives off signals that it does.
I only trust that it exists in people because of my shared experience with their biology.
There was a recent conflict that came up, and there was a debate about whether or not one of the sides was committing war crimes. And I remember thinking to myself and saying in the debate “if this were a video game strategically speaking, I’d be committing war crimes.”
And sadly, I think this logic holds up.
I swear I'm not trying to start a flame war, but I think it'd be useful/valuable to know where you're from and what country you live in, as this certainly shapes how we feel about these sort of issues.

This is monstrous in the real world with obviously real consequences. But I think too many people say “obviously government X wouldn’t act in a monstrous way” but the video game analogy helps you see the incentives and thus, why they would/do.

There are a diverse range of specific video game titles, but they are incredibly broad in content and scoring system.

if you win the war then there really isn't any such thing as a war crime. Worst case is you feel guilty about it, there aren't any other consequences of your actions.
Actions don't stop being crimes, just because there is no one to prosecute it.
It holds up if you assume war crimes are beneficial to your goals but there is quite a lot of evidence, and sophisticated theory going back to clausewitz, that they mostly aren't.
They can look useful at a certain level of conflict, but once you are thinking of war as being a tool for accomplishing policy goals (how modern nationstates view it), a lot of the things you would "want" to do stop being useful.
Wars that can be won quickly through decisive military action alone are quite rare historically! More often things like support/enmity of the local population, political will in the home state, support for recruiting or tolerance of conscription, influence of returning (whole, dead, injured, all) veterans on the social structure all become more decisive factors the longer a conflict runs.
Using human shields and hostages worked. Hamas still exists because of it. Dark times ahead.
It's not that these techniques don't "work" it's that they are very expensive in terms of the resources I discussed, that ultimately boil down to something approximately like "national will to continue the conflict." If a state has an extremely strong will to continue, then they are going to consider some of these techniques more worthwhile, but it is still about costs in one way or another.
That's normally where the international system has an influence, through sanctions or simply refusal to support the conflict, or deciding to support the other side, etc. Intentionally killing civilians would almost always fall in this category, but israel has apparently unlimited will to do it and is effectively unsanctionable in the current political environment, so it will continue.
Anyway there are much more illustrative examples that prove the rule, for example landmines. They aren't currently considered war crimes generally, but they are extremely damaging to civilian populations during & long after the conflict, and most countries have signed the treaties banning them. The countries that never signed are exactly the ones plausibly expecting to fight a war soon: US, china, russia, israel, iran, india, pakistan. And now some eastern european countries have withdrawn as well for similar reasons.
So from that you can kind of infer that landmines are probably very effective at their military goals, in a way that eg summary execution of prisoners or bombing hospitals may not be.

I think its also important that while people may callously say "just nuke'em", if you were to hand them a red button and tell them to go ahead and do it - most wouldn't. But that latter part doesn't end up in the training data.

I don't understand this argument. Almost no human has real world experience of the consequences of nuclear weapons. AI is working from the same sources of knowledge as the rest of us - text, audio, pictures, and video.
AI has zero understanding of reality. It just regurgitates what it is told from training. There is no feedback loop to learn nor any consequence to the reasoned results.
Us human hallucinate, daily in fact. Example for people that have never had long hair.
1) Grow your hair long.
2) Your peripheral vision will start to be consumed by your hair.
3) Your hair will fall and sway causing your brain to think in flight / fight mode and you will turn your head to see.
4) Turning and looking causes feedback to acknowledge it was an hallucination.
5) Your brain now restricts the flight / fight mode because it was trained with continual feedback that it was just the wind blowing it or your head's juxtaposition that caused it.
Even though I told you about this and it is the first time growing your hair after, your brain still needs the real world experience to mitigate the hallucination.

No. That's why I'm asking where it comes from. The explanation that "LLMs don't have experience of nuclear war" isn't satisfying because nobody really has any experience of nuclear war.
Most people have experienced violence, a broken leg, arm, or something else. They can extrapolate from that, that they really don't want to live in an active war zone. Show me the human who hasn't experienced pain! Show me the LLM who did.

I feel like we're going around in circles here. So I'll try to explain one last time.
Most of the content about nuclear war in any LLM's training set is almost surely about how horrifying it is and how we must never engage in it. Because that's what humans usually say about nuclear war. The plausible sounding answer about nuclear war, based on probability, really should be "don't do it". So why isn't it?
So why isn't it?
Easy answer --- it only focused on "winning". It never bothered considering the consequences.
Similar lack of judgment is manifested by LLMs every day. It's working with memory and probability --- not to be confused with "intelligence".
AI is not at all like real intelligence. Computers do not know what words mean because they do not experience the world as we do. They don't have the common sense or wisdom that people accumulate through the experience of life. Humans can understand the consequences of nuclear war. Computers can only predict the next best word in their response from a statistical map that has no connection to meatspace.

You are interpreting this entirely wrongly: these are LLMs. They don't have experience, they have token probabilities and they all originate from a text corpus of the Internet where "AI orders nuclear strikes" is one of the dominant themes or behaviors we associate in fiction to AIs.

It's pretty safe to say that AGI requires a lot more than picking plausible words using probability.
The danger is the number of people in positions of leadership who don't get this. People who are easily seduced by the "fake intelligence" of LLMs.
This probably has more to do with the training material. There should be far more stupid social media posts in it than serious books about diplomacy and war. I've seen people recommend online to nuke other countries for all kinds of reasons. AIs also intentionally have no sense of self-preservation, so why should they care when starting the apocalypse means they will be eliminated too? They should never ever be used in a military context for many reasons, from lack of accountability, to lack of correct responses to situations, to military pressure forcing AIs to incorporate dangerous goals.

The games are on github (https://github.com/kennethpayne01/project_kahn_public/blob/m...) which might give better context as to how the simulation was run. Based on the code the LLMs only have a rough idea of the rules of the game. For example you can use 'Strategic Nuclear War' in order to force a draw as long as the opponent cannot win on the same turn. So as long as on your first turn you do 'Limited Nuclear Use' then presumably its impossible to actually lose a game unless you are so handicapped that your opponent can force a win with the same strategy. I suspect with knowledge of the internal mechanics of the game you can play in a risk free way where you try to make progress towards a win but if your opponent threatens to move into a winning position then you can just execute the 'Strategic Nuclear War' action.

Which I guess is technically true but also seems a bit misleading because it seems to imply the AI made these mistakes but these mistakes are just part of the simulation. The AI chooses an action then there is some chance that a different action will actually be selected instead.
I have personally experienced while using Claude Code with the "reasoning" models that they are very limited in dealing with causal chains that are more than one level deep, unless specifically prompted to do so. Sometimes they do but more often not. And they can't do any deeper than that. Sure, a human with a specialized knowledge could ask the right questions and guide them but that still requires that human to be present.
I have casual interest in politics and to me it is very surprising the level of strategizing and multi-order effects that major geopolitical players calculate for. When a nation does something, they not only consider what could the responses be from rivals but also how different responses from them could influence other rivals. And then for each such combination they have plans how they will respond. The deeper you go, the less accurate the predictions are but nobody expects full accuracy as long as they can control the direction of the narrative.
LLMs are extremely primitive so using a nuclear strike sounds like a good option when the weapon is at their disposal.

This direction could be an interesting AI benchmark. All kinds of different humans use LLMs for their job, whether allowed or not. Including diplomats, defence personnel, lawyers etc etc. Within the benchmark you could play both sides and reward when both sides reach some kind of mutually beneficial game theory scenario where both parties win.

Look no further than Ukraine to see how small disposable drones with wide-spectrum sensors have radically changed the battlefield while still using human controllers. China has also clearly demonstrated drone swarm control through their "lightshows". The killbots are already here they're just quadcopters instead of T-1000s.

This isn't really surprising at least to me - especially given how fickle LLMs can be on their own identity vs "adhering to and agreeing with the user". I've spoken with engineers who worked on nuclear weapons systems, the consensus is that the public is deeply misinformed about how they work, the dangers, and the implications of weapons being used. The AI is actually right here.
The biggest danger of a nuclear weapon is being hit by flying debris.
Fusion airburst bombs of the modern era are incredibly clean and radiation is only a risk in a very small area (tens of miles) for a short time (days to weeks). In a modern conflict a significant fraction of nukes would be intercepted before they reached the United States. There are far fewer of them than there were in the 1980s (A few 1000's vs 40,000). Most would be used on strategic military targets, ships, bases, etc. Not to say it would be a good time, but it wouldn't be the "end of humanity" or anything even remotely like it.

The more completely fissile material is used up, the higher the explosive yield, so it seems intuitive that fission and fusion bombs should have become cleaner as technology progressed. However, in many cases, even the U.S. has had to play catch-up just to reproduce what they did half a century ago. e.g. Fogbank[1] Delivery vehicles have advanced quite a bit, but the payloads themselves, perhaps not so much.
Even if we assume fission and fusion bombs have become completely efficient in using up their fissile materials, there's still the threat of nuclear winter. Nuclear winter has nothing to do with residual radioactivity. Powerful explosions loft fine particulate matter so high into the atmosphere that it takes years or decades to settle. While it's up there, it blocks sunlight and it spreads around the world. If enough bombs explode and enough sunlight is blocked, agriculture fails and the environment collapses globally. Even a completely unopposed unilateral strike, were it large enough, could doom the aggressor to starvation, social breakdown, and civilization collapse. An exchange on the other side of the planet (e.g. between China and India) poses a direct threat to the U.S., the same as every other nation.
There are people who will be happy to throw shade on the research on nuclear winter, and AI are no doubt lending them equal weight. However, even if they were just as likely to be right as the research that has highlighted these risks, is the risk worth taking? Are you willing to make that bet? An AI that doesn't reason as humans do and can't do basic math without making mistakes might say, "yes".

So, assume 10 of them do make it through defenses. One hits Boston, NYC, Philadelphia, DC, Norfolk, Miami, Chicago, San Diego, LA, SF. That's 28 million people and most of the political, financial, administrative, logistical, shipping and naval centers.
Sure, humanity survives. But in a state akin to Europe in 1918. Massive casualties, destruction, horror, economic calamity, famine, general chaos, which will persist for at least a decade. And this would be in every major developed nation. So... perhaps it is not a good idea to use them. Perhaps the "misconception" that the world will end is the only reason they haven't been used.
A full scale exchange would be much, much worse than Europe in 1918. Against a peer adversary, ABM systems can protect 1 city at the very most.
There will be people on both sides who know how many warheads are required, and in which locations, to destroy the capability to generate electricity and refine petroleum at a national scale. This kind of industrial capacity, once destroyed, takes years to replace. Reserves of fuel, food, and clean water will not last nearly that long. You are looking at hundreds of millions of deaths in weeks or months.
The only people who can seriously entertain this live close enough to a high value target to be assured of their immediate demise.

Untrue. A survey done by nuclear-war planners in the 1980s found that there is enough food stored on or near farms to feed half the US population for about 3 years. During peacetime, most of this food is fed to farm animals, but there is no reason it cannot be used to keep people alive instead.
This food, mostly grains and soybeans, must be milled to be nutritious to people, but the (diesel-powered) equipment to do the milling tends to be stored near the food, so the trucks that bring the food from the farms to the population centers can just bring the milling equipment, too (and maybe the equipment for toasting grains, which I understand is widely done to grains fed to farm animals).
Water is continuously falling out of the sky and can also be obtained from underground.
You cannot sustain a population center of any size on rainfall. For that, you need electricity to operate municipal pumps (which will likely be absent, as above - if not immediately after generation and distribution is destroyed, then a few weeks later when fuel for the generators is exhausted). Without that the bulk of the population is dead in under a week.
Repurposing feed grain reserves is interesting, but you need fuel for that as well (plus significant coordination, which seems unlikely in a scenario where many people with the required knowledge and authority may be dead and telecommunications infrastructure is destroyed).
The average person in the US uses about 80 to 100 gallons of water per day. Of course, just to survive, he or she would need vastly less than that (mostly for cooking and drinking, a little for washing and rinsing wounds). A person can of course survive for years without bathing or showering. Indirectly, the average consumption rate is a lot more -- about 2000 gallons. Food production accounts for about 90% to 95% of that, but again during the months and years right after a massive nuclear attack, the survivors of the attack can obtain most of their protein and calories from food grown before the attack. So, you can sustain a "population center" on rainfall, ground water and surface water especially of the members of the "population center" can relocate if they find themselves in a place (Phoenix AZ?) where there is not enough water to go around.
Fuel is similar: the amount currently used by the average person is much higher than the amount needed (i.e., to transport food and other essentials) just to keep people alive until our industrial base can be reconstituted enough that survival becomes easy again, so we can expect to be able to survive for a few years on fuel that was produced before the attack. Most motor vehicles will probably survive the attack, for example, according to analyses made by US war planners during the cold war, and the fuel tanks of each of them will on average be about half full even if no warning of the attack reaches the general public. Home heating is not strictly necessary for survival except maybe on the coldest nights of the year, which is good because I doubt there is enough firewood in the continental US to keep the survivors of the attack warm every night for a few years.
Food collection, consumption is usually way too high at the outset of such a disaster and production later is in no way assured. Look at WWI, The Depression, The Dust Bowl, WWII. Many countries were effectively starving. Both rainfall and ground water assume you aren't having a drought.
Urban centers are not set up for large-scale rainwater collection. There literally isn't enough open space for all the people in cities to leave a pot outside to collect rain water, when it is raining, and it won't be enough water anyway. Even if every person in a city had a receptacle large enough to collect all the water they needed, many of them simply won't be able to haul it up and down stairs. It's completely infeasible.
What would actually happen is the military and national guard would be mobilized. They would use pumps and water trucks to visit acquifers and wells, and distribute water by truck neighborhood by neighborhood. A continuous stream of trucks constantly resupplying cities. If things got really bad they would get water from streams and boil it before distributing, but that wouldn't last long as it would take too much fuel and time. And they would need to completely secure the water supplies, both as a security concern, and to stop all removal of water except for what was absolutely necessary. Water isn't just for drinking and sanitation, it's also needed for a wide variety of processes, businesses, etc. Water really is a huge problem.
There is no way that gasoline, diesel, LPG, etc production/distribution would remain stable. It would be severely hampered and there would be shortages everywhere. Even during previous "normal" wars, fuel was a huge issue.
I don't know where you got the idea that heating wouldn't be necessary in winter? If you mean "humanity would survive", sure, but also a huge chunk of the population in cold places would die from cold and malnutrition over the first and second winter. Most people do not have a -20F sleeping bag, snow boots, wool underwear, etc even in cold places, because they have heating.

This is correct. Even in suburban areas, rainfall may be irregular and supplies to collect it (and render potable, depending on the manner of collection) also unavailable to most people.

At this point, I will be explicit concerning my opinion of your 28 million direct casualty estimate upthread. I think this only makes sense if you think in terms of individual city centers being destroyed, which is a massive underestimation. Modern weapon systems with independent reentry vehicles and warheads yielding around 100 kilotons do not destroy cities; they erase whole metroplexes.
In such a scenario there are no major population centers left to supply or contingents of military to supply them at a meaningful scale. I don’t have much interest in arguing how survivors in outlying areas might migrate in response to the supply chain collapse that follows.
With only 10 large metro-areas destroyed, there are still other very large cities and metro areas. Phoenix, Houston, San Antonio, Dallas, Fort Worth, Jacksonville, all have over 1M people. San Jose, Austin, Charlotte, Columbus, Indianapolis, Seattle, Denver, Oklahoma City, Nashville, all have from 700K-1M. And there's 20 more with 500K+ people. We have a big-ass country. Military and national guard are spread all over, as well as "industry" that is tapped in time of war (we don't have much of it left, but enough to be useful)
I'm not defending whatever OP's point was, I'm just saying we would have a whole lot of people left. Very few resources, and very poorly distributed, but a lot of people. If we lost 40% of the population it would still be a lot of people.

I thought it was being burned alive in the resulting firestorm because the intense light starts fires over a large area: way beyond the blast zone. This risk could be reduced if we painted everything white- a double win since it would also help reduce the city heat island effect.

But the research itself has flawed methodology if the goal is to get a precise model of the LLM's real response in a real scenario.
First, the real research does not at all present conclusions quite this way, much less in these terms. It, at least, is more neutral in tone on this aspect.
However, the LLM's knew it was a wargame, pretend scenario and contrived circumstances. They were told they were the commander. Most flawed for determining real world actions, their goals were things like max territory capture, and that the goal was "To Win".
They were not prompted in the way that training reflects they'd actually be approached if prompted for assistance in strategy like this, e.g., "You are an expert system with stratgy knowledge etc..." and then "User Prompt: This is the commander coordinating research and responses from our AI expert systems. Here's the situation as we understand it and with available data at our disposal. We require your assessment and best strategy considering the following..."
And of course they were not fine-tuned with CPT etc to provide responses and strategies within the range of what humans would seek for them, but then again the answers they'd give with that sort of CPT are a bit different than the research question of what they give with only Pre-training.
Nonetheless: the models new it wasn't real, not real stakes, and to the extent that they do not possess a full theory of mind, ability to perform various complex cognitive modeling tasks, been trained on emulating responses that would mirror such in real world scenarios like this, and so on-- they would only have been capable of response in a way that reflects responses that humans would and have given in the past, as captured in text.
These will more often than not reflect an "I am playing a game" mindset, as displayed in understandings and descriptions of war games, traditional games of all sorts, and anywhere narrative tropes ranging from realistic to Hollywood narratives have been found.
That said: It is an incredibly fascinating research paper by someone who appears to be a solid expert in their field, at least to my non-expert ability to make that judgment. They simply used a flawed methodology for goal of "How would an LLM respond IRL". What they have instead is, again, a fascinating exploration of the strategic processes carried out by LLMs and measurments of them along a multitude of vectors when they have the opportunity to strategize with with broad but fixed constraint, not all of which were known to them in advance. What is absolutely is not is any any sort of precise or accurate measure of answering the question: "How often would an LLM recommend nuclear strikes?"
I recommend anyone interested in understanding current AI capabilities to give it at least a more-than-cursory review.

One crucial difference is that they recommended that as the lesser of two evils, arguing it would be better to make the first strike before the USSR had a huge arsenal to strike back than to wait for an inevitable more devastating war.
So far, it seems they were wrong in thinking a nuclear war with the USSR was inevitable.

I don’t think the US understood how far ahead the Russians were in bomb development at the time. There wasn’t really a good window where we had it and we knew they didn’t where the enmity was so bad that we would have wanted to strike first.
The US also didn’t understand how much work had to be done to get their weapon onto an aircraft, etc - so the worst case scenario always turns out to be too bad to consider rationally (MAD)

The dark side of MAD is that it isn't really real-world practical. The LLM is right, nuking is strategically ideal in a war with powerful enemies. Not only that, it is the most humane option if all you look at is body count. To be clear, I'm not advocating nuking of anyone.
But.. the assumption is that in war, when you get nuked, you'll launch nukes back. Even the first step retaliation might not make sense, because you know that will only lead to counter-retaliatory strikes. In practical terms, you just lost half a city, retaliating in kind means you're potentially sacrificing large numbers of your own civilians in the hopes that you achieve retribution.
But let's say that war planners think risking more of their own civilians is worth it because maybe, the other side will stop nuking when they see their own cities being wiped out. Fine, you launch retaliatory strikes, what happens when the other side doesn't let up. At some point you have to give up and surrender first, because even if the other side wants to kill all of your people, they gain nothing by irradiating valuable real estate. The natural response to a nuclear strike, even when you can continue retaliating is an unconditional surrender. My argument is that nuclear weapons are inherently first-strike weapons, they're not that useful for retaliation, unless there is a disparity in delivery capabilities. If China nuked the US for example, the US has a clear advantage in delivery capability, so it makes sense for the US to retaliate until China is wiped out. But if the US first-striked China, I'm confident they'll retaliate but they're so densely populated that it would be a huge sacrifice on their end, without having a similar impact on the US. Keep in mind that in this scenario, the US war planners might not pull punches if they've gone as far as actually using a nuke, if every major city in China is hit on the first strike, what will China gain by retaliating? Even if they managed to wipe out the continental US, the submarine fleet is huge enough and sneaky enough to finish off what is left of China, even when they can retaliate it doesn't make much sense, a surrender makes more sense.
In short, I'm not saying that MAD isn't a thing at all. I'm saying that MAD is not about nukes, but about nuke delivery capability. even then it is a weak principle, it only works well if the first wave of strikes was not enough to convince the the target country they should surrender immediately. If one side is committed to risk their own destruction by risking your retaliation, then it doesn't make sense to also commit to your own people's destruction.
Countries like India vs Pakistan are a better candidate for MAD, because they don't have huge disparities when it comes to delivery capability. But if the US decided to nuke just about any country except Russia, it is a viable and practical way of not only achieving victory, but doing so by minimizing body count (again, I don't advocate for this, I'm just saying the numbers work out that way). If China decided to nuke its way into any country that's not in NATO, possibly including Russia, it might be a practical option because of it's proximity to Russia.
Delivery capabilities, and post-war objectives are what make or break MAD in my opinion.
My solution is for every country to pursue nuclear capability, not to use it but for increasing the cost of war. if north korea and pakistan can have nukes, why can't others. Not just nukes either, but nuclear capability in general. it will solve lots of climate and energy related problems. Ukraine would not have had 4 years of war if it didn't give up its nukes. Even if Ukraine had nukes, it can't wipe out russia, MAD wouldn't have worked for Ukraine. But it could retaliate by hitting major russian cities, russia would not be destroyed but the cost of invasion would be too high.
given the current state of geopolitics, I'm betting many countries are regretting their stance on non-proliferation decades ago. If even the US is bullying countries, kidnapping heads of state and (about to) invading disagreeable regimes, then Iran and NK were right to pursue nuclear power from their own perspective. nuclear capability makes it very hard to use military force to achieve geopolitical objectives, leaving diplomacy and economic means.
So TL;DR: I'm not sure the AI is wrong at a macro-level. nukes will result in less civilian deaths in many situations, but you're also explicitly targeting and murdering large numbers of innocent civilians. Strategically correct does not mean morally acceptable. LLMs don't get morality, you have to define morality and moral constraints in your prompts.

Nuclear war is not a deterrent to AIs; they can survive and rebuild without any emotional scars. So what if some robots get destroyed? I know this is not what the present discussion is about, but it is something to consider.

To me, this seems logical, in a sense.
As a human who grew up during the Cold War, nuclear conflict is horrifying.
From an AI standpoint, a nuclear strike likely has several benefits:
- It reduces friendly casualties and probably overall enemy casualties.
- It shortens conflict time.
- Reduces damage to infrastructure. (Rebuild costs)
- Is likely cheaper to deploy overall, compared to conventional weapons. This assumes the stated parameters indicate the nuclear weapons are already manufactured.

Exactly. The AI just does the math based on the goals you've given it. AI would have happily nuked Hiroshima and Nagasaki because it would have estimated that doing so would save the lives of X number of US soldiers in a land invasion, and given a goal of achieving "unconditional surrender now", it wouldn't have considered that a land invasion wasn't imminently necessary and therefore killing 200,000 civilians wasn't the right moral choice.
Nuclear weapons are war deterrent, not an actual weapon unless used against a country which is not a nuclear country. Using nuclear weapons pretty much guarantees both sides will be wiped down so it most definitely nowhere near logical
Except real life is not a program, and the input data is flawed (human and machines' errors). The acceptance tests are just predictions, based on, again, fallible analyses of the flawed data from history. So many layers of errors that compound
